Well, you know these same ISPs which are _forced_ to support it.
The "pressure" is so great that they can safely ignore it - and rightfully so.
You are correct: we don't have IPv6 network yet is because there is no interesting things to see there, but... DJB's crazy ideas will not change it. Because noone will want to connect to IPv6 while it has no interesting things to see - and noone will want to put interesting things on IPv6 network while people can not reach it. Network addresses issue is total red herring. Sure: such issue exist, but this is such a small part of the problem that it's not worth even dicussing - in fact it's discussed in first place only because DJB is famous.
