I think it helps to read the Summary of AVC/H.264 Licence Terms. MPEG LA also stated that distribution of videos for free will be free of charge until 2015. The simple reason is that the terms have to be confirmed by licensors every five years.

A web standard should not support a technology, which basically doesn't allow free distribution and use. At the end Google is doing the right thing here, even if the company has more interests than it talks about. My guess: If video advertising is becoming a big business on the Internet, MPEG LA would have huge power over cost structures. Google would clearly not welcome such a development.
