I don't know if it could replace Java but Vala is one option. It is mostly like what you describe, a hosted version of C with real classes, real interfaces, real namespaces, memory management, etc... but still can access normal C libraries.
Perhaps if a lot of groups like Apache got behind vala it could take off as a java replacement. See for example this page
