I believe that is what the phrase "mandatory access control" means. The administrators set the policy and the users have no choice but to follow it.
Right, but who says the administrator has to be the root account? If the web server runs as user apache, surely the administrator should need access only to that account - not life and death authority over everything on the machine, including all other accounts.
