The cpuidle subsystem

Sir,
I have some questions on cpu idle

a) How does the kernel know the cpu is idle.
b) How does it know (predict) that the next activity will most likely happen after some time (say after 50 seconds or so) so that it can switch to the appropriate cpu sleep state.
