Fedora adds Proven Testers program to QA process

I checked the irc logs of our #fedora-qa meetings just to verify, the original idea that evolved into the ProvenTesters came from Adam Williamson. I created the formal proposal document in March as listed in the article and Adam Williamson, James Laska, and myself teamed up to lead the charge towards having ProvenTesters in full swing. I also wanted to thank Luke Macken for writing the code in Bodhi that makes ProvenTesters function within the Fedora Infrastructure.
