If you only place important mail in envelopes, then the thieves will know exactly which letters to steal. Envelopes make it harder to be a successful mail thief.
As far as your example, if encryption is opt-in then you're guaranteed to make the occasional accident. That sounds like a dangerous tradeoff to me.
