I'm not a kernel guy, but doesn't that final solution sound a whole lot like the CML that ESR put a bunch of work into, for naught, about 3 years back?
At least conceptually?

3 years? It was 2001.
And yes, I believe CML would have largely prevented the defconfig-bloat.
