Do you have a separate /boot partition? how much free space in /boot do you have? when you were cleaning out space did you make room in /boot?
The only issue I know of that sounds like the symptoms you are describing is associated with a /boot that doesn't have enough free space to accommodate the installer images and is covered in the troubleshooting guide here:
If your preupgrade is attempting to grab stage2.img after rebooting into the installer via grub as you have described...that's indicative of being out of room on /boot not /.

And I'll further add... that the restart of the download on reboot that you are seeing may actually be expected because its actually the anaconda installer doing the download. And anaconda is downloading to the virtual filesystem in ram.. not to a harddisk location.
Please check the amount of free space in /boot. I think if you can free up enough space in /boot preupgrade will work as expected..and will download the necessary installer image so the reboot into the installer will run as expected without touching the network at all.

I don't have a seperate /boot. Freeing up space on / helped. The installer even told how much it needs freed.
It's just that it should tell me to free up space before actually rebooting and failing.
And it shouldn't redownload images if they were already downloaded before.
