The most important new feature (the first one listed) is that it is now owned by Oracle?

As I read it, it is not that it is "now owned by Oracle", but that it has _changed its name_ (granted, what has changed seems to be only a longer version of the name which nobody actually seems to use).

A project changing its name sure merits being the first item on the changelog. It is something you do not want people to miss (putting it in the middle or near the end of the changelog risks people getting bored before getting to that line and skipping it without noticing).

I thought Mac OS X EULA prohibited running Mac OS X in VM or non-apple branded hardware?

They didn't enable hardware hacks, without approved mac hardware it won't run, it's in the release notes.

Fortunately Mac hardware can run windows and Linux. So, if for some reason you want to, you can run MacOSX in VirtualBox on your shiny Mac Hardware while it is running another operating system, without violating the letter of the EULA. How long this will fly given the obvious problem of non-mac hardware running VirtualBox running OSX I don't know. But it will work for now.

Which is why you could use Virtualbox in a Mac to run virtualized MacOS.
