Suspend block

I'd like to thank Ted Ts'o for working with the Linux Foundation folks to organize a productive meeting with a bunch of Android and mainline kernel folks at the Linux Collab Summit, where we got a chance to hash out a lot of details around wakelocks/suspendblockers in a pretty friendly environment, face to face.

It's nice to find ways to work together rather than just getting shouted at.
