I see it as a two part thing.
I wouldn't want it for the "deny executability" part. However "boot not messed with" is really interesting for the case of encrypted drives.
Having a big red flag pop up and wave a lot when the hardware/Bootloader has been messed with, _before_ I enter passphrase /plug in USB-key, would be a very nice thing.
