By accident, I just found a way to do exactly this with git... look at removing sensitive data. BTW, this is quite a bit more flexible, as it allows to do arbitrary changes to the file in the history, not just erasing it. Yes, it is somewhat messy, and requires git-fu (not too much, fortunately); but then again, this is not your everyday, run-of-the-mill operation either. Sure, before-change downstream repos will suffer when updating. Old contents at clients will stay put, but a centralized VCS like SVN isn't that different in this respect.
