Please don't take this the wrong way, Subversion was my first VCS and I grew to like it very much before eventually switching to hg.

Development efforts should shift towards developing a seamless frontend for a DVCS (whichever one). New features can then be developed for the DVCS and then accessed via the frontend. Both the DVCS and svn will get better at the same time and the current and future tools that focus on svn will additionally work for users of the DVCS. This should be SVN 2.0.

The point is that the DVCS which has the largest user base (roughly correlated with number of developers) will be the one that is in the best position to take this step.
