If you use sieve instead of procmail, you can add tags during delivery. Probably if you use an
alternative delivery agent with procmail you can add tags too, but I don't know.

Well, procmail can execute arbitrary code at delivery time, so I suppose it probably can add tags. If it's as simple as adding a mail header, it'll be easy.
