Saying "(DNS resolver)", here, is slightly unfortunate usage, because DNS client software (such as the library code for that purpose built into glibc on Linux distributions, and that has /etc/resolv.conf and /etc/nsswitch.conf as conffiles) is traditionally called resolver code.
It's a bit clearer to classify PowerDNS Recursor as a "recursive nameserver", in contrast to the other DNS server roles.
