The fact that the French military is working with the Thunderbird
project to get its code upstream is also rather novel for
government-sponsored projects.
Having taken part in multiple German-government-sponsored FLOSS projects
(Ägypten 1, 2, Gpg4win,
Kolab), I don't really see the novelty
of this. All the above projects have contributed 100% of changes back to
upstream, and I'm sure that they're not the only ones. SELinux comes to
mind, too.
