From experience, the lock-modify-unlock model and Visual Source Safe specifically, is the best VCS for non-developers.Also from experience, the lock-modify-lock is still the right way to do things for some developers (and I am saying this with shame). A bit ironically, working without locks is easier with distributed systems such as hg than with centralized systems such as SVN.
