Hmm, not on my screen ... the quote is in red and non-italicized, and the "with tools that are intelligible to end users" part is in italics. Not sure what browser/CSS/site options you are using that cause all quotes to be italicized.
That said, I probably should have found a better way to indicate what I was talking about.

Well, I tried it with Firefox 3.5.7 on Fedora, Konqueror 3.5.10, Firefox
3.6 on Windows, and IE on Windows (yuck). All show the entire quote
italicized...

Heh, then the problem must be with *you* :)
More seriously, I suspect you have your quoted text preferences in "My Account" set to 'italics' ...
the fact that we give you that option just makes it more obvious that i should have chosen a different way to point that out ...
