Mass storage devices are not currently autosuspended, but what would you expect the "right thing" to be when the root device is on USB? There's no real difference between USB autosuspend and, say, hard drive spindown - the device will be powered up when required.

This is sadly not true. Some disks drop cache when they are autosuspended.
