The BBC do publish the source code for their Betsie text-only preprocessor, over at betsie.sourceforge.net.

Of course, in a beautiful piece of irony, the page linked as an accessible example in this very article (the Beeb's youth-aimed CBBC Newsreader page) is not itself fully accessible—only the images are <a>hyper-linked</a>, not the accompanying text.
