I think its important to know if Canonical is spending manhours patching in support for proprietary services instead of using those same manhours to grow open technologies.

Of course they are (in general; I don't know about this particular case). Just like RHEL does with Oracle and a zillion other proprietary products, but I don't think I've ever seen you kick up a stink about that ...
