you might need the NIC to have SCTP offload in order to get the same performance

Performance is irrelevant here. Your bandwidth to the rest of the net isn't going to come anywhere close to the speed of your network card, even without offload engines.

Performance may be irrelevant to the client here, but for servers it is
always important. A place like Google would likely want/need to saturate a
NIC with SCTP.
