I agree.

Ways to appease the very vocal minority.

Don't allow it for guests or remote users. (I guess that is the default.)
Only allow updates to packages. (Only the admin can install NEW software)

Most importantly: Make a Fedora server spin with sane server defaults so all the server admins with too much time at their hands will shut up :P
