I wonder how many people are only finding about this change now because (1) they are often squarely in the single-user ws/laptop case, and (2) in practice, they've taken advantage of the "remember this authorization" function and therefore expect no further prompts.

People are only finding out about this change now because this 'feature' only kicks in for signed repositories, and rawhide wasn't signed because people were worried about the security implications of automatic signing.

That's a fair point and adequately explains why this was noticed now and not when it was introduced in the codebase.
