That was my impression--handset makers are scared to death of GPL, especially v3 but v2 as well. Even LGPL makes them uncomfortable, which is why Android is even using their own libc replacement. I don't know why this is a surprise to anyone; we've known Android jettisoned most of GNU/Linux userspace for two years now:

With regard to the poor architectural decisions that were made when designing the Android stack, Harald should be quite aware that typical embedded systems software is much uglier. The fact that the vendor (Google) even makes their code repositories publicly available puts them light-years ahead of 99% of the rest of the embedded industry.
