You're correct in that they only need to provide the GPLd and linked-to-GPLd code, and not all code (unless other software in the system has a similar copyleft license, in which case, that must be followed for that code too). However, a pointer to kernel.org or other sources is NOT sufficient to satisfy the terms of the GPL. They have to provide it (or a written offer to receive it, from them, valid for three years) themselves.
