The solution on the Karma threshold problem is fairly simple - it should be adaptive to the number of voters or package users. Big projects like OO.org or Thunderbird should require more upticks than little projects like some game that only 5 people download in the first place.

The default karma value of 3 can be changed to any number decided by the package maintainers. They can choose to disable auto promoting based on Karma as well.
