[ANNOUNCE] libXi 1.2.99.4

Mostly documentation fixes.

Client-visible change is the new XIWarpPointer prototype that now takes
doubles instead of ints for src and dst. This makes XIWarpPointer
more-or-less symmetrical to XIQueryPointer.

Library version bumped from 6.0.0 to 6.1.0

      Remove the asciidoc warning from configure.
      Bump to 1.2.99.4
