I can't speak for the OSCON talk but I know at least one other government is looking at open data proposals. Thing like UK's Free our Data campaign is starting to bare fruit and government sponsored initiatives like Show us a Better Way are looking for potential projects.

I'm not terribly confident in the UK government's commitment to openness
in any way, shape, or form, I'm afraid. This is the very home of
secrecy :/

Well, I think similar stuff is going on in many other countries as well. I know that we've talked about it quite a bit in Norway. And Linux-heavy Germany should be talking about it. Don't know if they are though.
