The problem is section 2b:
b) You must cause any work that you distribute or publish, that in whole or in part contains or is derived from the Program or any part thereof, to be licensed as a whole at no charge to all third parties under the terms of this License.
So when section 3 says "must be distributed under the terms of Sections 1 and 2 above", section 2b kicks in. And I can't comply
with 2b because I can't make the GCC runtime libraries source code
available under "this License" when "this License" means "GPLv2".
The GCC runtime library exception only solves the problem of
distributing binaries.
