Android runs on a Linux kernel, for one thing. Could it be that Google is building a new userland out of existing Linux pieces?
I suspect offering GNOME or KDE aren't the targets. Offering something built around some of the same core infrastructure (X, Linux) that GNOME and KDE built on seems entirely reasonable and likely.
