[ANNOUNCE] libXi 1.2.99.3

Major changes in this revision:
- raw events are split up into multiple event types instead of subtypes.
- keysym grab APIs are renamed to keycode grab APIs
- the size of XIDeviceEvent and XIRawEvents has changed as a result of a
  "flags" field being added to both of them.

This release encompasses two inputproto releases: 1.9.99.14 and .15.
