Okular, Debian, and copy restrictions

There is one and only one valid reason to have this functionality - system administrators in large companies might want to enforce a no-copying or no-printing policy on their users. To allow this there should a switch in /etc that enables the DRM compliance. But it should be off by default as there is no actual reason for our users to be inconvenienced.
