You want PostgreSQL for that there transctional DDL. Oracle can't do
it. ;)

Oh god yes. I work with Oracle's RDBMS every day and I would give *so*
much to be able to use PostgreSQL instead. But big banks are scared of it (and I suppose it probably doesn't scale quite as well either).
