ANNOUNCE: module-init-tools 3.7 release

Here is the latest module-init-tools release. Future releases will not
use "-pre" but instead will increment ordinally unless there is a
particularly major release to bump to a v4.0 release.

Thanks to everyone for sending patches, git trees, and especially to
Alan Jenkins for the various helpful cleanups.
