Correction:

Ubuntu developers did not change the default for --preserve-root. This change was made upstream in GNU coreutils, and we inherited it from them via Debian. This should be fairly clear from this comment.

From the coreutils ChangeLog:

        * src/rm.c (usage, main): --preserve-root is now the default.

I assume that the same happened in Fedora, and will be true of any distribution shipping a modern version of coreutils.

For what it's worth, I personally think the change is appropriate, but it is incorrect to attribute the change to Ubuntu developers.
