First off, it's not FAT12 or FAT16 that's the issue, it's FAT32 and its long file name support.FAT16 also supports long filenames under Windows 95. (FAT32 was not introduced until Windows 95 OEM Service Release 2, I think.) The mechanism for adding long filenames to the DOS filesystem (whether FAT16 or FAT32, or even FAT12 on a floppy disk) is called VFAT.
