The problem is that users would expect to extract the flash card and read it in a flash reader. That would be a problem if FAT is not used. ISO9660 may be an option, but I'm not sure it would be recognized by Windows on devices that look like hard drives and use partitioning.

Well I hope they figure out something, because the alternatives is to end up with devices that require special software to communicate with it. And that is always irritating, I hate device-specific software.
