Things were delayed so that a good licence exception could be written, and now things aren't delayed anymore - does that mean the new licence exception is done? (anyone got a link?) Or has it been punted to a future milestone?

The email says "The FSF hopes to have a new version of this shortly", so it would seem the exception is not done.

So I guess all this means is that the new license text is being committed to the tree after branching rather than before branching.

It really seems much more reasonable. There's no reason the license changes would be needed for 4.4 or for the first stages (not meaning that in the technical sense) of 4.5, since the plugin framework won't be in either. The FSF just needs to have the changes in place before the plugin framework is committed to the trunk.
