I think it also duty of application developers to ensure their applications work on POSIX if they are writing UNIX applications.No. I don't support every POSIX system, and it's not my responsibility to do that. I'll decide where I want my application to fall on the spectrum between simplicity and portability, not you.

Ah, but just use gnulib and your program will work everywhere, including
POSIX environments like mingw. ;}}}}
