Looking at the patch posted here http://lwn.net/Articles/321298/
it's interesting to see the names on there - 2 from Citrix (Ian and Jeremy) and then 4 from Redhat

Redhat was leading the charge since Fedora 9 and up lost feature parity with F8 (Dom0 support). Likely they will move most devs to KVM after the purchase.

That is Red Hat invested a lot into making Xen work in RHEL5, I heard they hired a dozen or more engineers to work exclusively on supporting Xen in RHEL5. So they did a lot of work, and now Jeremy tries to merge that in mainstream. I am not sure if Red Hat themselves are currently interested in that.
