Just a bit of clarification:

1) The process change is not only relevant to MOTU applications, but all developers: https://wiki.ubuntu.com/UbuntuDevelopers

2) While it's true that MOTUs can upload only to Universe and Multiverse (which are not supported by Canonical), it's not only volunteers that are member of the team. Every Canonical employee willing to join any of the developer teams has to go through the same process.
