ANNOUNCE gcalctool 5.24.3.1

A bug fix release has been made for the GCalctool 5.24 series. This
release fixes incorrect logic in the bit shift operation. Users of
GCalctool 5.24.2 and 5.24.3 will get incorrect values for bit shifts
of more than one place. It is recommend these users upgrade to
5.24.3.1.
