Anyone know where to find the actual text for this licence? Mandatory copyright assignment is the traditional way to do what he wants. If he's trying to do similar, but the addition of a new restriction within the licence, then he has to consider this part of gplv3: "... All other non-permissive additional terms are considered “further restrictions” ... You may not impose any further restrictions on the exercise of the rights granted or affirmed under this License. ..."
