How does Oden maintain that many packages? How does anyone? Is he really
an army of clones (and they're letting one go) or has he found a way to go without sleep and fold time so that he lives a month every day?

Well, a lot of them are modules for Apache or PHP that are very similar to each other and can be maintained in batches. But yes, it's a lot of work.
