What about a "present working directory" for Nautlius then?

Take an image from a webpage, manipulate it and mail it to a friend? Why not simply
right click on that image, use "Open with" -> "Gimp", manipulate it, copy and paste it to
that email. There is no need to save any version of that image in any directory in that
example. Works perfectly well in KDE and I assume that gnome has similar capabilities.

There are for sure use cases that can profit from improvement. But this example seems
to be pretty badly chosen.

If all that's missing is this "open with" entry in the menu, maybe it's better to just add
that and get all the benefits with just a minor change.
OTOH IMHO Gnome's file dialog can only become better anyway, so no harm done.
