a proposal to end spam. "A few months ago, Lessig made an unusual
wager: If Congress enacts an antispam law that offers bounties for the
reporting of spammers, and the law fails to "substantially reduce the level
of spam," he will resign from his dream job at a top law school."

1) The proposal means nothing without a definition of "substantial". 90%? 50%? Just stabilising the rate of growth?
2) Mr Lessig is risking less than is implied; I've no doubt he could find another job with similar status and renumeration very easily, should he ever need to do so.

spam is easy to controll all they have to do is figure a good ratio of e-mail to user base and charge 30 cents a e-mail over the base line. the joe blow user could forward his jokes with no charge and the spamer would have to pay up front to send the e-mails ar not send , end of spam.
