I don't think what's being called "triage" here is triage. I think it's just sorting or dispatching or screening.

Triage is a specific kind of sorting where you sort problems into three categories (hence the "tri"): 1) problems you won't work on immediately because they can wait; 2) problems you won't work on immediately because you can't fix them; 3) problems you will work on immediately.

It comes from battlefield medicine.
