Ok, I misread the question.

I read it as an attack based on the fact that a ubuntu bug gets linked against an upstream bug without submitting a patch.

if it was intended to only be a request to document if such a patch was generated then it's a very different story.

however I would expect that the percentage of linked bugs where a patch is provided would be _very_ low. I think this is very reasonable, ubuntu (or any other distro) may produce a patch, but most of the time they shouldn't.
